In early 1978, while sitting on the banks of Atkinson’s Dam, both Fred Weber and Barry Neden discussed the idea of forming a sailing club. Following a notice in the Queensland Times Newspaper inviting all interested sailors to attend a meeting where a steering committee was formed to commence the formal procedures of naming the club. A second general meeting resulted in Barry Neden being elected as the first Commodore and Barry Kilmister from Gatton as first Secretary of the newly formed club  Brisbane Valley Sailing Club. Competitive sailing commenced in September 1978 which a mixture of boats which mainly consisted of dinghy classes and a few catamarans at Atkinson’s Dam.

In 1978 Wivenhoe Dam was in the construction phase following the disaster of the 1974 flood. A meeting was held with the Co-ordinator General’s Department, which was the Queensland State Government Department responsible for the building of Wivenhoe Dam with a request for a suitable site for land & water activities for a sailing club on Lake Wivenhoe. The club was granted access to the Billies Bay/Hayes Inlet in the early 1980s. However, the Club had to wait till 1987 to commence sailing in that area.  Initially, only members could access Billies Bay/Hayes Inlet, so fishermen and other interested groups could join as associate members.  In 2016 Seqwater re-opened Hays Landing and Billy’s Bay to the public and upgraded the facilities.

In 2006 the club was incorporated in Queensland, Brisbane Valley Sailing Club Inc.
